    GTEC Warns Universities: No New 2025/2026 Fees Without Parliament’s Approval

    The Ghana Tertiary Education Commission (GTEC) has warned all public tertiary institutions not to introduce new fees for the 2025/2026 academic year without the approval of Parliament.

    In a directive dated November 3, 2025, GTEC said the move is to ensure that all institutions follow the Fees and Charges Act, which regulates how public entities set their fees.

    The Commission explained that some universities have reviewed student fees in the past without following the right procedures, leading to problems in implementation.

    The circular stated that the measure is necessary “to ensure compliance with statutory requirements under the Fees and Charges Act,” and to promote the smooth and lawful operation of tertiary institutions.

    “The Ghana Tertiary Education Commission (GTEC) has noted that public tertiary education institutions have, over the years, reviewed student fees without adhering to proper procedures, causing implementation difficulties.

    To ensure compliance with statutory requirements under the Fees and Charges Act and in line with its mandate to promote the effective and efficient operation of tertiary education institutions, GTEC reminds all universities that new fees for the 2025/2026 academic year cannot be charged without prior approval from Parliament, as mandated by law.

    Vice Chancellors are hereby reminded to maintain the current student fees and only implement the revised fees for the 2025/2026 academic year after obtaining approval from Parliament,” GTEC stated.

    The notice was signed by Dr. Emmanuel Oware Nyarko, Director of Quality Assurance and Compliance, on behalf of the Director-General, showing the Commission’s strong commitment to enforcing the law.

    Copies of the circular were sent to all Vice Chancellors of Traditional and Technical Universities across the country.

    The Commission urged all institutions to strictly comply with the directive and maintain current fees until Parliament grants approval for any new charges.

    “We count on your cooperation,” the release concluded.
