The Economic and Organised Crime Office (EOCO) has denied reports that Mr. Kevin Okyere, Chief Executive Officer of Springfield Energy, has been arrested in Dubai.
In a press statement dated November 2, 2025, EOCO described the publication by an online news portal, Novareport, as false and misleading.
The agency said the report, which claimed that Mr. Okyere had been detained following EOCO’s failure to act on a petition alleging fraud, was not based on facts.
EOCO explained that it currently has two active investigations involving Springfield Energy: one concerning a petition against the company and another related to a case between Springfield Energy and the Bulk Oil Storage and Transportation Company (BOST).
“Contrary to the claims made by Novareport, EOCO has two active investigations involving Springfield Energy. The first is a petition against Springfield Energy, and the second is an explosive case between BOST and Springfield Energy,” the statement said.
The anti-crime agency stressed that it operates based on procedure and would not arrest any individual before proper investigations are completed.
“It is the policy directive of the leadership of EOCO that investigations must precede arrest and not the reverse,” it emphasized.
According to the statement, the BOST-Springfield case remains a top priority because of its impact on the state oil company’s finances and the national economy. EOCO said it would continue to handle the matter with the seriousness it deserves.
“The case involving BOST and Springfield is of priority to EOCO due to its immediate impact on BOST’s finances and the local economy,” the release added.
EOCO also expressed disappointment that Novareport did not verify the story before publication, describing the report as unprofessional and damaging.
“Though EOCO does not comment on active investigations, it is regrettable that Novareport did not seek clarification from EOCO before running the false story,” the agency said.
The statement assured the public that EOCO remains committed to its duty of investigating and prosecuting all forms of economic and organised crimes in Ghana.
“EOCO assures the public that it is committed to investigating and prosecuting economic and organised crimes in Ghana, and we will continue to work diligently to achieve our mandate,” it stated.
The agency urged Ghanaians to disregard the false report and trust that the investigations into Springfield Energy are ongoing.
“We urge the public to disregard the false claims made by Novareport and to note that EOCO is actively working on not one, but two investigations involving Springfield Energy,” the statement concluded.

It is the policy directive of the leadership of EOCO that investigations must precede arrest and not the reverse.
We wish to emphasize that the case involving BOST and Springfield is of priority to EOCO due to its immediate impact on BOST’s finances and the local economy.
