The Ghana Card won’t be necessary to cast a ballot in the general elections of 2024, according to Electoral Commission (EC) Chair Jean Mensa.
She did, however, point out that if the new constitutional instrument is approved, the Ghana Card will be the only identity document accepted for use in voter registration and the acquisition of new voter identification cards.
This was stated by the head of the EC on February 28, 2023, when she was called to Parliament to address the House regarding the contentious new CI proposal.

“Mr. Speaker, I wish to emphasise that the Ghana card will not be used to vote in the 2024 elections, the Ghana Card is only a requirement to register as a voter,” she said in Parliament.
“Once you present your Ghana card and successfully register as a voter, you will be issued with a voter’s identification card which bears the code of your region, your district, your electoral area and the name of your polling station, the Ghana card does not have these features and therefore it will not be used to vote in the 2024 general elections,” she indicated.
These features, according to her, will stop minors and non-citizens from secretly registering, she said.
She claims that the previous guarantor system has been abused, making it very simple for non-citizens and minors to obtain guarantors.
